The Rwanda Governance Scorecard is an irregularly published paper by the Rwandan Governance Board, an organisation founded with the intention of providing oversight on the quality of governance in the state of Rwanda, which has been hitting some home-runs recently as far as improving their metrics goes. The book does go into the metrics and methodology that describes the change experienced by the nation, and reads different from commissioned fluff studies without rigor.

The book encompasses 15 chapters that focus on objective metrics as well as best practice analysis from the Rwandan government. The first half is decidedly more quantitative, and the latter more prescriptive.

Creators of zones and societies will find chapters 7, 9, 11 and 15 most applicable to new jurisdictions: examinations of best practices and case studies in these cases are thorough and provide excellent insight into governance design.

Policymakers and analysts can take a look at chapters 4, 5 and 6: established governments would do well to focus on these measurements of civil engagement and democracy: though not the best in the world, they show remarkable growth for this part of the world.

Scholars and experts may use chapters 2, 3 and 13 for excellent insights on how to reproduce detailed examinations of government systems such as the one created here — a superb tool.
