“Delivering AI Intelligence in Government” is a working paper by Kevin Desouza, a professor of public affairs at Arizona State University, published by the IBM Center for the Business of Government. This paper goes into 11 challenges that governments will face in the implementation of AI. The read is highly visual and potable, and short enough to get through in an hour. The sourcing and writing is not at the level of a scientific paper, but is more than usable as a source for relevant writing.
The paper is split into an introduction, the plan-development-deployment scheme, and then the 11 challenges that must be overcome. The book closes with a maturity framework for AI.
Creators of zones and societies will find challenges 3, 4, 6, 8 and 9 most pressing: these have to do with the concrete implementation of AI into various services, and especially the security and operations aspect of the process.
Policymakers and analysts can take a look at challenges 5, 10 and 11 — the social and policy considerations of AI in governance are addressed, and mention some best practices from existing governments.
Scholars and experts might appreciate challenges 1, 2 and 7 as well as the appendix — which primarily focuses on the measurement of governance results and level of AI implementation into any given system.
